Born in Memphis, TN, graduated in Architectural Engineering from Chicago Tech in 1916. After a brief sojourn in Davenport, Iowa, he moved his practice to Clarksdale, 1917-1927, (with a brief interlude in 1918/19 to enter the Army Air Corps as a pilot during WWI), organizing his own practice in 1920, and moving to Jackson in 1927. ROBERT J. MOOR worked as Chief Draftsman & Designer for him in 1917. Becoming a member of the Louisiana chapter of the AIA in 1926, he was instrumental in bringing a chapter of the AIA to Mississippi in 1929 and served on the executive committee of the chapter for 8 years. WILLIAM E. CAMPBELL worked in his office briefly in the late 1920s. Gates is listed in the 1927-28 Jackson City Directory with offices in Edwards Hotel and residence at 307 S. Poindexter. In 1930, his offices were in New Merchants Bank Building. Gates participated in a traveling exhibit by the state board of development in 1930, with his entry titled "Types of Architecture Suitable for Small Homes." He was a founding member of the Mississippi Association of Architects in 1924. During the 1920s, he campaigned to pass a law governing the practice of architecture in the state, and beginning in 1928, he served for 17 years on the ensuing State Board of Architecture, as president or secretary for most of those years. He was a member of the Executive Committee for the MS Chapter, AIA in 1931, vice president in 1934, and he was president of the chapter in 1937. In 1945, he was certified to work in some capacity on the Manhatten Project, possibly in the building of the Oak Ridge facility in TN. In the later 1940s and early 1950s, he was a partner with Raymond Birchett as GATES & BIRCHETT. VANCE D. CLEMMER worked for his office in the summers of 1950, 1951, and 1953. He lived on Duling Ave in Fondren in the 1950s and at 716 Sherwood Drive by 1957, but when he died in 1975, he lived at 4911 Old Canton Road.
