Located within the Cotton Row Historic District (NR 1980), but not included in the district inventory. The monument is a sculptural group consisting of an officer standing atop a tall sculptured obelisk-like shaft, which is flanked by two other figures (a soldier and a sailor), with a kneeling woman aiding a wounded stone statue of a soldier in front, and a standing woman on the back, all on pedestals, and all on a stepped base.
